Philip:We're stuck between my video and myself. Well, there you go. It takes a while — it's a cold morning in the weather, the machines take a while to warm up. My name is Philip Cameron and I'm delighted you are watching us today. We have got a great guest, a great man of God that I believe has a word of faith for your heart. Let me tell you something — faith, without faith, the Bible said it is impossible to please God. God has such value on faith that he views us through the realm of how much we trust him.
Philip:Trust is mature faith. Trust is just knowing that God's gonna show up. When you trust in him, help is already on the way. And we've got a great friend, Rusty Railey, with us. He pastors Victory City Church up in Joliet, Illinois. And he is knocking everything in front of him. God is using him and anointing him, and his church is on the cusp of doing greater things for the kingdom than ever before.
Philip:So we've had a tremendous week this week. It started out calm until a hurricane came up through Florida and through Georgia into South Carolina, North Carolina, and also into East Tennessee where we lived. And our whole ministry kind of changed right in the middle of our week. And we've been helping with relief. You have no concept — listen to me, you have not been told what's going on out there. There are way more people dead.
Philip:I've got a friend who works in the sheriff's department in Knoxville, and he said they are afraid to tell how bad it is. He said that he'd heard that in one set of places they got 900 bodies. And it is beyond anything I've ever seen. And I was quite upset today that the government is giving the people $750 — $750 — and there's no stores to buy anything from because everything's gone.
Philip:There's no grocery stores, everything's washed away. But we're going to — if you need it, we'll give you $750 — and we'll spend billions and billions of dollars on folk that are here that shouldn't be. This country allowed in over 13,000 murderers, convicted murderers, and 15,000 convicted rapists that are in the country today getting aid from us. And I think we need to consider our ways, we need to consider our ways.
Philip:So this week our minister's got a small plane, and to drive — because most of the roads are destroyed — you just can't get to them. But we were able to get in with our plane into some small airports and meet some county commissioners with trucks. And we were able to go back and forth over the mountain, which is just literally a hop, skip, and a jump over the mountains to these places. And it missed us by just a few miles, which is so great. We had some rain, but we had no real wind to speak of. And so you need to really pray.

But the need is — I don't know honestly if some of these villages will ever be rebuilt because they're built in valleys and this wall of water, just 20 feet high, went right through and cleared all the buildings out, the roads — like it was back to as it was 200, 300 years ago. Philip:We had this plane that we could get across quicker than you can get a truck. Our church that we partnered with — we just bought a semi truckload of water to go over there to help. Philip:In fact, a dear friend of mine yesterday called from Pittsburgh, and she's been watching what we're doing on our site on Facebook pages. And she says, I'm gonna send you a gift tonight to help you. And whatever she gave last night is being applied today towards this thing. So please pray for these people that have lost everything. I saw the news this morning — a video of this guy standing on his porch, and suddenly from nowhere this wall of mud and stones and trees came, I would guess 40, 50 miles an hour, straight past his house and hit the house past him. And some houses are untouched — this wall of water goes past them by a few feet and doesn't touch them.
Philip:And it'll take years for these communities to reestablish themselves, if some ever will. I've heard some reports that there are some towns that have just been told, we're just gonna grass this place over and leave the bodies where they are. So it's really, it's really crazy. But listen, that's the news. I'm gonna talk some faith and I've got a guest who's gonna just speak life into your spirit today. Don't look at the problems, look higher, because God's in control. And so we're just delighted to have you. Listen, we're glad you're here. Welcome to Daily Faith.
Philip:Hello, my friend. Welcome to Daily Faith. My name is Philip Cameron and I am delighted to have you with us. We've got a great show today. I love men of faith. You can get in a company of people who literally exude faith — it comes out of the pores of their skin. And you either have one of two responses. You either think, my God, I've gotta do more, I better buck up and get going for the kingdom of God. Or you just wanna run away and hide in a dark corner somewhere. And my guest Rusty Railey is going to speak faith into your heart.
Philip:Whatever your circumstance is, listen to me, it is not beyond God's possibility to change things. He is bigger than your circumstance. He's bigger than your Goliaths. Do you hear me? He's bigger than floods. He's bigger than anything. And he's just looking for a partnership. He needs someone that will say, I believe God. He will move heaven and earth. He'll make a guy build a boat in the middle of nowhere because a storm's coming. Now, that's what I call abiding faith.
Philip:When you can do that for over a hundred years and your wife and everyone else thinking you're nuts and crazy and you keep on doing it — that's the kind of faith we need in the world we're living in. And Rusty Railey has that kind of faith, and I can't wait for you to meet him and hear what the Holy Ghost is going to say.
Philip:My son said I rambled too much. And we have a warmup kind of thing we do before the actual program starts. And whenever I went to say, thank you, welcome to Daily Faith, my son said, oh, you rambled too long. So I'm gonna be quicker this time and try and keep him happy with me this week. We've been involved in some crazy things I didn't expect — when I started this week, I didn't expect that a hurricane would do such damage to America. And I've heard there's another one coming behind it in the next few days.
Philip:But we have a little airplane in our ministry — a six-place plane, which gets us to church. It takes a 12-hour drive down to a two-hour flight. And we learned that we could get our plane over the mountains in a fraction of the time it takes a truck. Many of the roads are gone, most things are just flooded and destroyed. Interstate 40 is destroyed for miles. And so we got together and we said, what can we do as a ministry? So we started, and folk began to hear about us and joined with us. And we got some video to show you as to what we've been doing this week to help these folks. Watch this one.
Philip:Hey, this is Philip Cameron. Our plane has just landed. It's over the fuel farm — that's what they call those things — and it's fueling up right now. We've got a whole van packed to the roof with more stuff. We've just come back from over the mountains. And we are bringing stuff into the smaller parts that literally can't be reached by trucks and stuff because there's no roads.
Philip:I saw the news yesterday. A woman had passed away and they had a hand carrier over the bridge in the town because it was broken — they couldn't drive vehicles over it. The need is unbelievable. As time is passing and they're getting further out into the hills, up in the hollers as they call them, the need — no water, no fuel, no heat, just nothing. Water is desperately needed. Moms with babies, with diapers. And you imagine how you would be in that situation. And we are so grateful for all of you that are giving.

Philip:We're fueled and finishing loading. Our pilot is doing a weight and balance. He told me that the airport they're going into is real small, and there are planes called cubs — they're the ones with the big fat tires — that are gonna land and take off real quickly. And one of our loads in our airplane is equal to four of their flights. So we're carrying in more stuff because we can't get into the short 400-feet kind of things, but we are bringing it over to them and then they're going out into the boonies, landing where they can land to deliver this stuff.
Philip:So once again, if you could help us, this is such an important thing for you to do. This is our people, this is America that's suffering. I just gave you an address a few minutes ago — we'll repeat it again. You can give financially to help with fuel and costs, and at the same time you can go to Walmart and say, take some water, take some wipes, take whatever it is, and they'll ship it right to our door and we can get this done. And we'll just keep on going. As long as the Lord provides for us, we'll provide for them. Lord, speak your heart. Thank you.
Philip:I completely messed up the address and it's hurricane.TOHF.org. And as we were watching that video, someone stuck their head in the studio and says, how many boxes did you say? 24, 25 boxes just arrived right now, being delivered to us from Walmart. Folk had seen that video and are helping. So we'll just do it. It's not what our calling is — we care for kids in Moldova and Ukraine, and we've enough on our plate. But when this happened so close to home and we could literally impact something, don't walk past.
Philip:I can never get the story of the man who fell amongst thieves on the Jericho Road — the priest on his way to church, to worship God, walked past a guy dying. And then the Levite, who was the bean counter, the CFO of the church, he's there and he's doing his sums — man, you're a mess, you're dying, it's too much, it's too much. And he left this guy to die. And the man saying, please don't leave me, don't let me die like a dog. And he was in the church a few minutes later asking God to meet his need.
Philip:When you see someone in need, you'll know how much Jesus is in you by how quick you'll respond to his whisper. Something just jumps inside of you and says, I've gotta be a part of it. And I'd rather be a part of it than sit somewhere coldly and callously and let things pass. So just a little update — our work in Moldova is growing. My son just came back from there last week and had an amazing two weeks there. Just incredible things that are taking place.
Philip:Our ministry is committed — we'll be showing this video in subsequent programs. Our ministry is committed to buy a farm with two great big houses. We can house 24 kids per house, and in the barn on the farm we are gonna make a youth camp, which our kids do all year long. We're having these youth camps for kids. But at the same time, if you can imagine this — on a line furthest east, there is Ukraine, which is under attack. Odessa is one of the cities. We've got a home there, had one for seven years, long before the war broke out. Our girls there are in imminent danger.
Philip:We have a van that is fueled — they can leave at a moment's notice. We get them to Chisinau, and then to Vatra Village. Vatra is an amazing village of six homes on the largest lake in Moldova, built by rich people to have a summer home. They poisoned the lake with chlorine to kill algae and the whole thing fell apart. We bought the unfinished houses, and now every home — we just took in 25 new kids into Vatra Village. And that's amazing.
Philip:But Moldova is also in the red zone for attack from Russia as well. So what we're doing is this — this village, these new houses are right on the Romanian border, which is Europe, which is safe. And our kids will be able to go there from Odessa, from Chisinau. We can all go down to the border, and if needs be walk across. We have the vehicles. There's a rail line right beside where this new property is and they can walk into Romania and be safe in five minutes. So you'll be hearing more about that, but it's really exciting.

Rusty Railey:I am doing good. Philip, it is always an honor to be with you and the Daily Faith family, so thank you for having me.
Philip:We're living in ridiculous days. Have you ever seen anything — have you ever seen news cycles that used to take three months to work themselves out are literally taking three hours? Israel's bombing here, now they're in Lebanon. Oh, there's a hurricane. It's just breathtaking.
Rusty Railey:Yeah. I remind myself that the media is built to make you feel like every problem is your problem. And it's a tactic. And so, as I was telling you before we came on, that's why I believe the Lord has shifted our church. And we, as you mentioned, Victory City Church is a multi-site church. And we're in a season of acceleration, absolutely, because I believe we're focusing on the climate, the atmosphere.

Orchid Parable and Spiritual Atmospheres

Rusty Railey:Many years ago I was flying overseas coming out of the European area. And I picked up this article, which was intriguing to me. And I'm not agrarian by nature, so I don't understand how things plant and grow. I understand seed time and harvest. But I picked up this thing that said it was talking about orchids, and I love the beauty of an orchid.
Rusty Railey:And this article told me that it takes one or two seeds out of a hundred thousand seeds for them to grow one orchid. Oh my gracious. And as that captivated me and as I read through it — it's so weird, and I won't bore the audience — but it has to find itself in a crevice with a certain kind of fungus, with a certain kind of moisture. And then when those all collide, we get the beautiful orchid. Wow. And at the end of this article, Philip, it says, without a precise environment, the orchid withers. And I felt like in that moment the Holy Spirit said, it's the same thing in the spirit realm.
Rusty Railey:Absolutely. Without certain kinds of climates or environments, we could either foster miracles or we can frustrate miracles. And then I was reminded — you and I both know — in the book of Mark, it's so funny, Jesus finds himself in an environment where he himself could do no miraculous things. But what's amazing is if you look in chapter five of the book of Mark, Jesus raises a little girl from the dead. But then if you look at the end of chapter six, he feeds 5,000 — we know it's upwards of 20,000 because they didn't count women and children.

Mark 6:5 — Unbelief Limits the Miraculous

Rusty Railey:But right smack dab in the middle of those two miraculous moments is where it says in Mark 6:5 that Jesus could do no mighty works because of the unbelief. And I began to lean in with our congregation about the power of atmosphere. The power of climates — we're either frustrating the miraculous or we're fostering the miraculous. And so we've been on a journey here for quite some time about understanding atmospheres and understanding that — God, I said this even two nights ago — God desires to do more miracles than you'll ever desire.
Rusty Railey:But we have to be in an atmosphere of expectancy, because the atmosphere of expectancy is the breeding ground for miracles. Absolutely. And so the more we expect God to move, the more God moves.

Atmosphere of Expectancy as Miracle Breeding Ground

Philip:Oh, say that. Say that again. What is it?
Rusty Railey:The atmosphere of expectancy is the breeding ground for miracles. So the more I expect him to move, it releases him to move. I said it two nights ago — God wants a job, give him a job. Step out in faith and begin to expect him to move, because he is on the move. God is not a God of retreat.
Rusty Railey:In fact, I jokingly said many years ago — I'm a jokester, I like to have fun — this guy invited me to do a retreat and I said, I'm sorry, I don't do retreats, I only do forwards. And he got offended and never called me back. And I felt bad. But God is not a God of retreats. And I understand what he was saying and I'm not anti-retreats. But God is a God that's always moving forward.
Rusty Railey:Now here's what I found. As we're building expectation and we're creating environments — I'm a PK. I grew up in the church and so I've been around. This is all I know. And I've been doing ministry full time for 27 years and I'm so honored that the Lord would allow me to just be a part of it. But I've noticed that we have a belief system on the inside of all of us. All of us possess a belief system. In fact, if you ever wanna understand what you believe, just take a moment and monitor your behavior, because behaviors are outcomes — manifestations.

Belief vs. Believing — Overrunning Scarred Faith

Rusty Railey:And so over the years, all of us have seen God do great things, but we've also had the moments where when we prayed, what we assumed God would do, he did something different. And in church culture, we start to believe that believing has something to do with belief. What I have found, Philip, is that belief is different than believing.
Rusty Railey:Wow. My belief can sometimes be shaped by bad experiences. I tell the funny story — I haven't been to Taco Bell in, I don't know, maybe 20 years. I'm not anti-Taco Bell, so I don't wanna get sued today. What I'm saying is I had such a bad experience it marked my life, where even if I think about Taco Bell, I run. Because that's a belief, and it manifested in my behaviors.
Rusty Railey:Well, how many people in the church have had a bad experience where it necessarily wasn't God that created the bad experience? But it happens. I like to remind my team and my staff in the church — there's never been a moment in your life that you've ever had all the information. There's never been a moment. So there's always things we don't see that are happening.
Philip:Ain't that the truth?
Rusty Railey:But we allow experiences to shape our belief. So many people I pray with — and you've done this too — you pray with them, and then as soon as you're done praying, they want to tell you how bad they feel, they've wasted your time. And then I realize — this could be a whole other show — the Lord began to show me people don't know how to receive. It is true. So you pray for them, you feel the power of God released, and then they say, oh, but I feel terrible and I'm gonna die. And you're like, what are you talking about?
Philip:Listen, I gotta tell you this. My dad's brother — his oldest brother — we were having a conference in Scotland and my cousin, my dad's oldest brother's son, called and says, dad's in the hospital, he's dying. He wants to see you before he dies. So I left the service, my dad left the service. We went and picked up another brother, Alex. And we drove to Aberdeen, 30 miles away. I'm driving, my dad's beside me, Alex in the back. And we only get started and my dad goes, oh well, he's been a good brother to us.
Philip:And they went from our town to Aberdeen and they, oh dear, and oh my. So I'm sitting listening to these two men of faith and they've buried my uncle — he's gone already and he's still in the hospital. So I walked into the hospital with them and they kind of tiptoed in thinking, oh my goodness. And my uncle Michael didn't look great. And I walked up to him and I slapped him on the chest and I went, hey. And he woke up, and I crossed from him, and there's this poor soul that was at the point of death.
Philip:And I said, that's not you. That is not you. You are gonna live and not die. And my dad and his brother were shocked at my bold approach, because they'd buried him already in the car on the way through. And I said, would you like a cup of tea, Uncle Michael? He says, hi, yes. I says, well, come on, get up out of bed, let's walk to the cafeteria. He got out of his bed, put on his slippers, put on his dressing gown. We walked to the cafeteria, had tea and chocolate biscuits, laughed and talked for an hour. And he lived for months later. And I came to America and I said, if I had stayed in Scotland, I could have kept him alive.
Philip:You can speak yourself into death and out into life by lack of belief.
Rusty Railey:A hundred percent. And I wanna say this too. I tell our congregation, you gotta give yourself some grace because your belief system before you met Jesus was shaped by it. And we live in a culture where the television is programming us with fear. It's constantly. And again, five families own 90% of what you see on the television.
Philip:Five families, 90%? What you see?
Rusty Railey:Five families, 90% of what comes through the television, what comes through the internet, what comes through the radio — all those things. They own the communication department. So they're programming us to live in fear. It's a tactic of hell. God help us. So when you come into church and you're believing God and you hear people say, no, God will heal — your mind immediately goes to that belief that you saw great-grandmother not get healed. And so we have to recognize that in order to overwhelm your belief system, which is right in your moral calculus — you have to realize that my believing is different than my belief.

Five Families, Fear Media, and Programming

Rusty Railey:And I can believe God knowing that deep down inside — because there are people watching right now and they need a miracle, but they've never seen God do a miracle. So their belief system is positioning them in an atmosphere where it's frustrating the miraculous. And this is the key — the enemy works overtime. He doesn't care that you come to church. He wants you to just keep believing what you believe and don't believe what God says.
Philip:Oh dear Jesus.
Rusty Railey:Because what I wanna encourage people today — when you quote God, you're never wrong. Never wrong, never wrong.
Rusty Railey:I have many things as a PK growing up. My PhD is in church governance, because I grew up seeing people in governance situations keep harming pastors. And so in my mind, I had to over-believe — meaning I had to confess what God says, or I would've come into ministry thinking that all people in church are evil, everybody's trying to hurt pastors. That's not the case. These are God's people. And we have to realize that I have a belief that's been shaped through situations and circumstances and crisis. But my believing can overrun my belief because I'm quoting God. I'm not quoting me. I'm quoting God.
Rusty Railey:And so I like to say it this way — if God promised it, you now have a right. But you also have a responsibility to reach for it. That is a big deal. So everything he has — so it takes an atmosphere. So let me encourage the Daily Faith family: protect your atmospheres. Don't allow people to come into the atmospheres of your homes, your surroundings, your peace of mind. I tell people, don't allow extra drama in your mind. Don't allow that kind of stuff, because it frustrates the miraculous. God is doing great things all the time.
Rusty Railey:The Bible says what Job feared came upon him. A hundred percent. So the devil's faith is fear. Just as God uses faith to create miracles, the devil uses fear to create whatever Job was thinking about. And whatever motivated that fear to arise in his heart, he gave the devil permission to act on what he feared. That's why perfect love has an immediate effect on fear.
Rusty Railey:My Heavenly Father loves me. I'm written in the palm of his hands. Nothing can separate me from the love of God. And as you begin to implant that and imprint that into your spiritual DNA, when the devil comes with a scenario for you to get afraid of, you can say, no, no, no, no. I'm not under the curse, I'm under the blood of Jesus. And when you do that, you begin to rewrite the program of your heart belief and your mind belief. And that's where the church is gonna really have a revival and change the world.
Rusty Railey:A hundred percent. And I tell our congregation — and let me encourage the Daily Faith family — the opposite of faith isn't fear. The opposite of faith is sight.
Philip:Oh yeah.
Rusty Railey:So when you are moved by what you see, what we see produces fear. And the enemy knows this because there are three gates that get into your heart. And the Bible says that out of your heart, the life you will live will come from your heart. So if faith is the way of life — because the Bible says the just shall live by faith four different times — faith has to be a lifestyle. So faith is in what God says, not what I see. So the opposite of faith isn't fear, it's sight. It's sight that brings fear. So the enemy knows this, so he produces everything around you to produce fear.
Rusty Railey:So he creates what we see, what we hear. And in hope that we'll say it out of our mouth — because the demonic realm, they're disembodied spirits. They didn't come through the womb of a woman, so they don't have authority in the earth. So therefore they need authority. The way we grant them authority is by what we say. So if what we see and hear creates fear, then we speak it, we start to whisper it. And your voice is your address in the spirit realm. That's a big deal. Your voice is your address in the spirit realm.

Voice as Your Address in the Spirit Realm

Rusty Railey:And so when we see Daniel praying and the angel says, we heard you, but we were in a battle with the Prince of Persia to bring that to you — so in that spirit realm, our voice is our address. Life and death is held in the tongue. So I get it. And I know there are many people listening to me and they've had a preacher pray for them, or maybe they prayed and believed and gave money and did all the things that you're supposed to do, and somebody they loved passed away. That created a scar in their belief system. So now their behaviors are defensive and they'll say, well, I don't know if God can.
Rusty Railey:Well, wait a minute — again, quoting God puts you in a posture to never be wrong. And so I understand sometimes our belief is scarred on the inside of us. But we have to begin to believe, which will overwhelm our belief. And so the more I begin to do that — see, by me declaring what God says, I'm cultivating and fostering an atmosphere for the miraculous. I'm like that orchid. I've got the perfect chemistry for something beautiful to come forth.
Rusty Railey:And that is the big deal. And so when we recognize — because so many people have a hard time confessing God's word — I remind them, your profession is confession. And so we have to be in a place where we are releasing what God says into the atmosphere, because it stirs the atmosphere. We're releasing the angels, ministering spirits, to bring about those things that we are declaring. And the enemy wants to frustrate that through what we see.
